M·E·L Research was commissioned by Harrow Council to deliver a large scale resident survey to understand views on local services, priorities and overall satisfaction. The findings were intended to support strategic planning and performance monitoring, ensuring resident feedback was clearly aligned with the council’s wider mission and objectives.

A key requirement was to generate robust, representative data at scale, while also enabling deeper insight into how perceptions vary across different communities and geographies. The council also required benchmarking against national measures and comparison with previous waves of research to track change over time.

A quantitative survey was conducted with 1,110 residents via face to face interviewing. This ensured inclusion of a broad cross section of residents, including those less likely to engage online. The sample was structured to reflect the resident population, with interviews conducted across a range of locations and demographic groups.

Outputs included a detailed PowerPoint report, with M·E·LResearch presenting the findings to key stakeholders, helping to interpret the data and identify actionable next steps. The outputs were used to inform service planning, targeting of resources, and ongoing performance monitoring.
