Liverpool City Council All staff survey

Background

The running of Liverpool City Council has been overseen by Commissioners appointed by the Home Office. The Council has a Strategic Improvement Plan in place to guide the transformation of the councils’ culture and the delivery of its services to residents. In Spring 2022, M·E·L was commissioned to lead the design and deployment of the first full staff survey completed within the organisation for a decade. This activity was run simultaneously with a survey of Liverpool Councilors and a survey of residents. These three strands of research were required to provide a cohesive summary of where ongoing barriers to high performance remain and where improvement efforts need to be focused.

Methodology

A detailed design phase was undertaken to ensure that the survey closely aligned to the people strands of the Strategic Improvement Plan, so that the council has a baseline set of employee engagement and experience metrics from which to track progress. A detailed communication strategy led to a response rate of over 50%. Given the absence of a council employee survey for a prolonged period, M.E.L provdied a promotional materials for the survey, with council officers making themselves present in key locations, (depots neighbourhood offices) to introduce the survey and answer questions about it.

Outcomes

Reporting was delivered both at a strategic level and a Directorate level, with each Directorate receiving their own tailored report. The design of the reporting directely aligend with the pillars of the improvement plan (an approach that was replicated in the reporting of the residents’ survey and in the analysis of  Councillor perspectives). M·E·L team members presented the key messages to the Liverpool leadership team and were also scrunised by Commissioners regerding the research design, deployment and analysis.
