Shelter is the leading charity in the UK on homelessness and housing issues. Shelter has a strong, established voice on the issues of home quality, availability, affordability and tenure security through both campaigning and advocacy. Shelter runs campaigns to raise awareness and seeks to influence housing policy, working with government and other organisations to advocate for changes that can deliver sector wide improvements.

Background and Context

The outcomes tracking research is focused on understanding and quantifying the impact Shelter has on those who engage with Shelter for advice and support directly. The findings from the outcomes research not only offer insight to help improve the services being delivered to users, they are also used in published reporting. Given Shelter’s charitable status, being able to provide a clear narrative about impact is an important aspect of encouraging charitable donations. Shelter commissioned M·E·L Research to undertake the 2024 wave of the study, this is the first year that M·E·L Research have run the study.

Approach

A survey was conducted among 2,014 Shelter clients whose cases were closed in 2024. Respondents had the option to complete the survey online or by telephone with an M·E·L Research interviewer. Quotas and corrective weighting were applied to ensure the data could be matched back and compared to previous years.

Outputs

M·E·L Research created detailed cross-tabulations including multiple derived variable to measure outcomes. Cross-tabulations included significance testing at 95% level of confidence. M·E·L Research also created an interactive dashboard using Forsta technology, to support the interpretation and use of data by colleagues at Shelter.
